Always concider the budget of the client and how much you want to be in the project of the clients, not how much you want to charge.

that is true.. however.
If you break your page rate down to $/hr and you are making less then minmum wage (or close to it), doesnt matter how much you want to be apart of the project. Rent is rent.

Fact about the comic indusrty, often the first place they try trim budget fat is with colourists. Good thing is that that is changing a bit these days.. but every now and again ya gotta say "see what a few more bucks will get ya".
